## Workflow

### Step 1 - Identify action and authority

Record the agency, action type, enabling statute, procedural vehicle, record
materials, affected parties, exhaustion/finality posture, and deadline.

### Step 2 - Build the review matrix

Analyze statutory authority, procedure, notice, comment response, reasoned
decision-making, evidentiary record, reliance interests, retroactivity,
remedies, and stay/injunction posture. Route constitutional questions to
`/glaw-constitutional` and statutory drafting fixes to `/glaw-legislative`.

Apply `admin-law/references/apa-record-review-checklist.md` before conclusions.
Use `admin-law/templates/administrative-record-index.md` for the record and
procedure workpaper.

### Step 3 - Gate the authority

Every claim about agency power, procedure, or remedy must cite a current
`SRC-####` source and be verified through `/glaw-legal-research`. Unsupported
record claims stay in review.

## Deliverables

APA/admin-law memo, administrative-record index, procedural-defect table,
authority matrix, arbitrary-and-capricious risk matrix, adversarial comments,
and sign-off conditions.
