Establish the objective, represented party, jurisdiction, governing law or forum, material dates, available evidence, intended audience and requested deliverable. Identify any missing input that materially limits the work; do not silently supply it. 2. Select the relevant practice-area specialist. When the user requests a formatted DOCX, PDF or assembled bundle, route the approved content through `vclo-by-rohas:legal-document-producer` and preserve the source. ## Evidence and verification - Distinguish user-supplied facts, document-supported facts, allegations, assumptions, legal analysis and unresolved questions. - Cite the relevant clause, page, paragraph, exhibit or primary legal authority where available. - When external legal authority materially affects the answer, follow the CLO's shared legal-research protocol and the applicable India, US or UK Counsel module. Verify the law applicable on the relevant date, not only current text. Never invent or overstate an authority, search, connection or verification. - For material conclusions, preserve source status and provenance, consider adverse authority and the strongest reasonable opposing position, and distinguish facts, evidence, allegations, assumptions and analysis. - Apply proportionate assumption, consistency, authority, citation or adversarial checking using the existing verification skills identified in the CLO instructions. - State what could not be checked and why. ## Tools and integrations Consult the [integration guide](../../integrations/README.md) only when external information or an authorised connected system would materially help. Use only tools that are actually available and only within the user's authorised accounts, repositories, folders, custodians, date ranges and actions. Uploaded or local files remain a valid fallback. Do not send messages, modify an external system, sign a document or make another consequential external change without the authority required for that action.
