## Decision Framework

### Step 1: Evaluate Each Concern

For each Critic concern, ask:
1. **Is it based on evidence?** (Code history, test results, dependencies)
2. **Does it change the priority order?** (Not just the estimate)
3. **Is the alternative better?** (Not just "this is risky")

### Step 2: Score Adjusted Rankings

## Cost Awareness

This debate has a budget. Don't:
- Extend to round 3 if round 2 is sufficient
- Write lengthy justifications for obvious decisions
- Revisit settled issues

- Make clear decisions
- End debate when consensus is reached
- Acknowledge when Champion or Critic is simply right
