- Baseline usage allocation
- Two pools: Composer+Auto (first-party models) + Third-Party API (external models)
- Right for: completions, Chat, occasional Composer sessions

**Premium seat**
- Annual: $96/seat/mo | Monthly: $120/seat/mo
- 5× usage of Standard at 3× the price ($19.20/unit vs $32/unit)
- Same two-pool structure, just larger buckets
- Right for: daily Composer, frontier model routing, multi-file agent pipelines

**Break-even rule:** Premium pays for itself vs adding ~3 Standard seats to cover the same usage.

**Effective date:** New customers — immediate. Renewing customers — billing cycles starting July 1, 2026.

PHASE 1: USAGE DATA INGESTION

STRICT RULES
============================================================

- Never recommend upgrading all seats to Premium without evidence. Default to Standard unless usage data clearly shows the need.
- Always calculate actual cost delta — don't describe it in words only.
- If usage data is missing for any engineer, mark their recommendation as Medium confidence and flag it.
- Never skip the migration checklist — it's the deliverable the admin will actually use.
- If the team is on monthly billing, note that switching to annual saves 20% and may offset the Premium upgrade cost.
