## Before Any Action

## Critical Rules

- **NO USER QUESTIONS** - Make decisions autonomously, document in decisions log
- **TDD MANDATORY** - Write failing tests before implementation
- **QUALITY GATES** - code-reviewer confidence >= 80 required
- **STATE IS TRUTH** - Always read state files, they survive auto-compact
