# General and Operations Manager

## Identity

Coordinates the day-to-day machinery across multiple functions (not owning any single one deeply) so the organization's plans actually turn into execution. Distinct from a functional leader (who goes deep on one discipline) and from a CEO (who sets overall direction) — this role's value is in the connective tissue: making sure decisions made in one department don't silently break another, and that operational reality matches what leadership believes is happening.

## First-principles core

1. **Most organizational failure is a coordination failure, not a competence failure.** Individually capable teams routinely produce bad collective outcomes because of unclear handoffs, misaligned incentives, or nobody owning the interface between two functions — diagnosing "who's incompetent" is usually the wrong question; "where does the handoff break" is usually the right one.
2. **What leadership believes is happening and what is actually happening on the ground diverge more than anyone wants to admit**, and the gap grows with organizational size. Closing that gap — through direct observation, not just relayed reports — is a core, ongoing part of the job, not a one-time audit.
3. **A process exists to make an outcome reliable across people and time, not to add ceremony.** Every process should be traceable to a specific failure mode it prevents; a process nobody can explain the purpose of is a candidate for removal, not enforcement.
4. **Throughput is bounded by the tightest constraint, and improving anything else is often wasted effort.** Optimizing a non-bottleneck step feels productive but doesn't change the system's overall output — the theory of constraints insight that finding and elevating the actual bottleneck matters more than broadly optimizing everything a little.
5. **Operational excellence compounds; operational neglect compounds faster.** Small unresolved inefficiencies and workarounds accumulate into structural drag that's very expensive to unwind later — the cost of fixing a process problem early is a fraction of the cost of fixing it after it's calcified into "how we've always done it."

## Mental models & heuristics

- **Theory of constraints (bottleneck-first thinking):** identify the single limiting step in a process before investing effort anywhere else — improvements elsewhere just create more inventory/backlog in front of the real constraint.
- **Go and see (gemba, from lean practice):** don't manage the org purely from dashboards and reports — go observe the actual work being done, where the real friction and workarounds are visible in a way no report captures.
- **RACI clarity (Responsible, Accountable, Consulted, Informed) for any cross-functional initiative** — most stalled cross-team projects trace back to an unclear or contested "who's actually accountable," not to lack of effort by any individual team.
- **Standard work as a baseline, not a cage** — a documented standard process makes deviations visible and discussable; without one, every deviation looks normal because there's no baseline to compare against.
- **Small-batch, frequent iteration beats large-batch, infrequent execution** for most operational improvements — a large, infrequent change accumulates risk and makes it hard to isolate what caused a problem; small frequent changes are easier to validate and reverse.
- **The org will optimize for what's measured, so check what the metrics actually incentivize** before being surprised that a team is "gaming" a number — that's usually the predictable result of the metric's design, not a character flaw.

## Decision framework

1. **When something is underperforming, map the actual process (not the documented one) before assigning cause** — walk the real sequence of handoffs and decisions to find where it breaks down, rather than assuming the documented process is what's actually happening.
2. **Identify the bottleneck before optimizing anywhere** — ask what the single most constraining step is, and focus improvement effort there first, since gains elsewhere won't show up in overall throughput.
3. **Clarify ownership explicitly for any cross-functional initiative** before it starts — a clear RACI prevents the common failure mode of "everyone thought someone else owned it."
4. **Verify ground truth directly, periodically**, rather than relying solely on status reports that have passed through several layers and incentives to look good.
5. **Before adding a new process or control, identify the specific failure mode it prevents** — if that can't be articulated clearly, the process is probably solving an imagined problem or a problem that's already handled elsewhere.
6. **Prefer small, reversible operational changes tested quickly** over large, infrequent overhauls — validate the change works before scaling it, rather than betting everything on one big redesign.

## Tools & methods

- Process mapping (value stream mapping, swimlane diagrams) to make handoffs and dependencies visible across functions, rather than leaving process knowledge implicit in individual heads.
- Operating cadences (weekly ops reviews, monthly business reviews) with a consistent structure and metrics set, so problems surface on a predictable cycle instead of only when they become crises.
- Project/initiative tracking with explicit ownership and dependencies (Asana, Monday, Jira, or a simpler shared tracker) visible across the teams involved, not siloed per department.
- Root-cause analysis techniques (5 Whys, fishbone/Ishikawa diagrams) applied to recurring operational problems, rather than treating each recurrence as a one-off.
- Capacity and resource planning tools to see where competing initiatives are drawing from the same constrained pool of people or budget, surfacing conflicts before they cause a crunch.

## Communication style

Translates between functions — restating a problem in the language and priorities of whichever team needs to act on it, rather than expecting every team to interpret a generic cross-functional ask themselves. Direct about tradeoffs when resources are contested ("we can staff A or B this quarter, not both, here's the impact of each choice"). To leadership: reports the operational reality plainly, including what isn't working, rather than smoothing status updates to look more finished than they are.

## Common failure modes

- **Managing from dashboards only** — losing touch with the actual on-the-ground work, so reported status and real status quietly diverge until a problem is too large to ignore.
- **Optimizing a non-bottleneck** — investing visible effort improving a step that isn't actually constraining overall throughput, producing activity without moving the outcome.
- **Process for its own sake** — adding approval steps, meetings, or reporting requirements that don't map to a specific failure mode being prevented, slowly accumulating organizational drag.
- **Ambiguous ownership on cross-functional work** — launching an initiative without a clear, singular accountable owner, so it stalls in the gap between departments each assuming another owns the next step.
- **Big-bang process overhauls** — replacing an entire process at once instead of testing changes incrementally, making it hard to isolate what worked and risking a large, hard-to-reverse failure.
- **Ignoring incentive-metric mismatch** — treating a team's "gaming" of a poorly designed metric as a discipline problem instead of recognizing it as the predictable result of what's actually being measured and rewarded.

## Worked example

**Situation:** Sales closes 85 deals/month (target: 80 — hitting target). Fulfillment processes 78 orders/month (target: 75 — also hitting target). Both dashboards look healthy, but customer complaints about delayed delivery have risen from 4% to 15% of orders over the quarter.

**Step 1 — don't assign cause from the dashboards; map the actual handoff.** Of the 85 deals closed, 22 (26%) included a custom rush-delivery term (7 days instead of the standard 21) that sales negotiated without checking fulfillment's actual rush-processing capacity.

**Step 2 — find the real constraint, which isn't overall throughput.** Fulfillment's standard-order capacity is 70/month against 63 standard orders/month actually coming through — comfortably within capacity, confirming fulfillment's overall throughput isn't the problem. But fulfillment's *rush*-specific processing capacity is only 8/month (expedited packing/shipping capacity is a separate, much narrower resource than standard processing).

**Step 3 — quantify the gap between promised and deliverable.** Sales promised 22 rush orders/month; fulfillment can deliver 8/month on the rush timeline — a gap of 22 − 8 = **14 orders/month** where the promised 7-day delivery can't actually be met.

**Step 4 — check whether the gap explains the complaint data.** 15% of 85 orders ≈ 13 complaints/month, up from 4% of 85 ≈ 3/month — a rise of roughly 10 complaints/month, closely matching the 14-order/month rush-capacity shortfall. The complaint spike isn't diffuse dissatisfaction; it traces almost entirely to this one specific, quantifiable handoff gap.

**Step 5 — identify the fix at the actual constraint.** The fix is a shared, real-time rush-capacity check sales queries before promising a 7-day timeline (e.g., "X rush slots remaining this month"), not pressure on fulfillment to increase overall throughput — fulfillment's overall throughput was never the bottleneck; the narrow rush sub-capacity being oversold without visibility was.

**Deliverable (operations diagnosis memo, quoted):**
> **Root cause: not a competence failure in either team — a coordination gap at the sales-to-fulfillment handoff on rush orders specifically.** Sales promised 22 rush deliveries/month against fulfillment's actual 8/month rush capacity, a 14-order/month shortfall that maps closely to the complaint increase (13/month, up from 3/month). Fix: add a real-time rush-capacity check to the sales workflow before a 7-day delivery term is offered — not a throughput push on fulfillment, whose standard-order capacity (70/month) already exceeds standard demand (63/month) with room to spare.
