### 3 — Screen eligibility
Apply the §7623 tests: **specific & credible information**, **original** (independent
knowledge/analysis, not public, not already known to the IRS), and the **mandatory-vs-discretionary
track** thresholds ($2M amounts in dispute; $200k individual income for §7623(b)). AskUserQuestion

### 4 — Quantify the proceeds and model the award

### 5 — Draft the claim and protect the claimant
Assemble the **Form 211** (Application for Award for Original Information) with the supporting
