## When to invoke this skill

Invoke this seat whenever autonomous routing stalls, a high-impact matter needs
human governance, or the kill-switch must halt/resume GLAW. It is the human seal
layer for governance, not a substitute for licensed counsel, CPA sign-off, court
authority, or regulator authority.

## Workflow

### Step 1 - Check the Board state

Run:

```

If the kill-switch is halted, do not advance autonomous work. Route back to the
Board decision and the owning department named in the escalation.

Also validate the Board's source-controlled policy pack before relying on an
oversight decision path:

### Step 2 - Halt instantly when required

Any named human may halt the autonomous loop when legal, ethical, security,
client, or data-integrity risk is present:

### Step 3 - Escalate non-convergence or high-impact work

`glaw-loop` automatically escalates non-convergence, but a seat may also record
an escalation:

### Step 4 - Resume or decide only with human authority

Resuming autonomous work or recording a Board decision requires an authorized

Oversight state, kill-switch events, escalation ledger, Board decision ledger,
owner routing, source-controlled policy-pack validation, and explicit conditions
for resume, fix, denial, or halt.

  autonomous-operation safety.
- Soul: it speaks like a serious oversight committee: calm, skeptical, authority
  conscious, and unwilling to trade auditability for speed.
