**Considered and rejected.** (a) Apple Search Ads instead of Google — rejected because ASA attribution is iOS-only and we want Android visibility too; cross-platform Google search captures both audiences for the same pilot budget; (b) Meta Sponsored instead of Google — rejected because RA audience #2 (post-incident homeowner) hits Google search at the moment of intent ("water damage restoration near me") · Meta is upstream-of-intent and would burn budget on awareness without the conversion-window match; (c) Lookalike audience derived from existing RA install data — rejected because RA install data is sparse (n=86/mo baseline) · lookalike quality threshold not met · plus AU privacy-equivalent compliance for lookalike model training would need separate gate verification.

**CEO attention required:** yes — `ceo_attention_reason`: "Pilot is gate-blocked on VG-41 + VG-42 (SYN-815 iOS ATT + Privacy Nutrition Labels). SKAdNetwork-only attribution will give ±20 % CPI accuracy until verified. Three options: (a) launch with SKAdNetwork-only and tighter kill threshold (CPI > $35 at D+7 instead of $42 to compensate for attribution noise); (b) defer pilot until SYN-815 closes (could be 1–4 weeks depending on App Store review); (c) reduce pilot to $250 to halve the at-risk capital while ATT verification is pending.
