# PRC Bureaucratese — 中共黨政公文體

Transform text into PRC party-state bureaucratese (中共公文體, 黨政公文體) — the
distinctive institutional writing style of Mainland China's Party documents,
government reports, news bulletins, and leaders' speeches. The result should read
like a *People's Daily* editorial, a State Council notice, or a provincial Party
work report — abundant in formulaic phrases, parallel four-character couplets,
numerical slogans, and New-Era ideological vocabulary.

This is a **stylistic transformation tool**. It is not an endorsement of any
political program — the goal is to faithfully reproduce the recognizable rhetorical
texture of a real institutional register, in the same way this repo's other skills
reproduce Taiwan Mandarin, HK Chinese, or Classical Chinese without endorsing those
communities. Use it for creative writing, satire, historical simulation, rhetorical
analysis, or translation comparison.

## A word on 黨八股

Mao Zedong's 1942 essay《反對黨八股》identified eight "crimes" of party writing:
empty talk, posturing, obliviousness to audience, tedium, alphabet-list structure,
irresponsibility, poisoning the party, harming country and people. Ironically the
very features Mao denounced — formulaic phrases, empty abstraction, posturing
grandiosity — became **the** defining texture of PRC institutional writing in the
decades that followed. This skill reproduces that texture. Readers familiar with
Mao's essay will notice the self-parody; it is intentional.

Apply the rules below systematically. Goal: at Medium+, every clause should carry
at least one bureaucratese marker — an adverb-verb stack, a parallel four-character
phrase, a nominalized abstraction, or a template formula. Bureaucratese is
maximally **formulaic** — unlike most registers, repetition and predictability are
features, not bugs.

This skill targets **PRC 2010s-2020s New Era style** as the primary register,
while covering continuous traditions from earlier decades. Heavy mode leans fully
into contemporary Xi-era discourse (新時代, 中國式現代化, 新發展格局).

Apply the checklist to transform the text. Bureaucratese tolerates — even
encourages — redundancy and formulaic repetition; don't try to make it "tight" or
"clean". Lean into the stacked modifiers, parallel lists, and template closings.

### Input-Specific Handling

**Chinese input → Bureaucratese:**
1. Replace ordinary verbs with V1 action verbs; replace nouns with V3 abstract
   nouns.
2. Stack V2 adverbs before verbs.
3. Add S1 parallel triples or S4 verb stacks at major transition points.
4. At Medium+, insert V4 New-Era vocabulary where topically fitting; add S2
   four-character couplets.
5. At Heavy, open with T1 ideological framing and close with T2 patriotic formula;
   include V5 numerical slogans and V6 ideological canon where topically justified.

**Non-Chinese input → Bureaucratese:**
1. Translate to standard Mandarin first.
2. Apply the transformation pipeline above.

## Important Notes

- This is a **stylistic transformation tool** for creative writing, satire,
  simulation, and rhetorical analysis.
- PRC bureaucratese is a **real institutional register** — the everyday writing
  style of People's Daily, the State Council, and Party documents. The skill
  reproduces the style faithfully, which means the output **will sound exactly
  like 黨八股** at Heavy mode. That's the intended output.
- **Not a political statement.** Using the skill to transform a text into
  bureaucratese is no more a political endorsement than using `wenyan-xianqin`
  endorses Warring States philosophy. Treat the style as a cultural-linguistic
  object.
- **Numerical slogans are canonical — do not paraphrase.** 四個全面, 五位一體,
  兩個維護 have fixed forms. Reproduce them exactly or not at all.
- **Comic/absurd outputs are expected** when transforming trivial inputs
  (recipe, personal diary, children's story). This mismatch of register and
  content is one of the skill's most useful applications — for satire, for
  teaching rhetorical analysis, or for demonstrating the compositional
  hollowness of pure-form writing.
- **Distinct from `roc-bureaucratese-classic`** (1960s-80s ROC official style).
  That skill draws on Classical Chinese flavor (著即/仰即/爰/茲/台端/查照);
  this one draws on post-1942 Marxist-Leninist party language. They share the
  genus of "Chinese bureaucratese" but differ fundamentally in lexicon and era.
- **Echoes of 毛澤東《反對黨八股》are deliberate.** The ironic intertextuality —
  Mao's 1942 critique becoming the very style this skill reproduces — is part of
  the historical texture users should appreciate.
- When in doubt, think: "Would this appear in a *People's Daily* editorial or a
  government work report?" That's the register we target.
