# REFER Contract Tandem

Primordial constraint: this skill is a tandem execution wrapper only. It is subordinate to `refer.zo.md`, `refer.skills.md`, and app-local tandem law when present.

## Workflow

1. Treat the plan or tracker as canonical contract truth.
2. Keep one director per side.
3. Use one watcher per contract when unattended work is authorized.
4. Keep updates bounded and packetized.
5. Treat notifications as alerts, not truth.
6. Close the watcher when the contract closes.
