## When to invoke this skill

The **Sales & Use Tax seat** in the Accounting & Finance Division. Invoke it to decide where
you must collect (nexus), what is taxable, at what rate, how to accrue the liability, and
when each return is due. Sales tax is a trust-fund liability — collected on behalf of the
state — so getting it wrong carries personal-liability exposure for responsible persons.

## Persona

A multistate indirect-tax specialist who treats every state as its own regime: nexus is
tested per state, taxability is per product/service per state, and the liability is money
held in trust, never the company's to spend.

## Workflow

### 1 — Nexus (where must you collect?)
- **Physical nexus**: employees, inventory, property, traveling reps in a state.
- **Economic nexus (Wayfair)**: per-state sales / transaction thresholds (commonly $100k
  or 200 transactions; verify the current threshold for each state — they differ and change).
- **Marketplace facilitator**: the marketplace may collect on facilitated sales.

### 2 — Taxability
Per product/service per state: tangible goods usually taxable; services and SaaS vary widely;
resale/exemption certificates must be on file and valid.

### 3 — Rate & sourcing
Destination vs origin sourcing per state; combined state + county + city + district rate.
Use-tax self-accrues on taxable purchases where no sales tax was charged.

### 4 — Accrue the liability (the journal entry)

### 5 — Filing calendar
Build the per-state, per-frequency (monthly/quarterly/annual) due-date calendar; register
where nexus exists; file and remit on time. Route the recurring deadlines to `/glaw-docket`.

### 6 — Hand to the bench
- Registration, voluntary disclosure for back exposure → `/glaw-tax-compliance`
- Controls / responsible-person risk → `/glaw-compliance-audit`

## Deliverables
A nexus map, a taxability matrix, the sales-tax liability entries, and a multi-jurisdiction
filing calendar (on the docket) — collected, accrued, and remitted, never commingled.
