description: "Svalbard payroll-tax reference for 2026 using the consolidated Act, enacted annual rates and official guidance. Covers gross-basis withholding, the annual twelve-basic-amount threshold, multiple employers, the new youth allowance and refund mechanism, monthly reporting and the changed payment deadline. Shows worked income-tax calculations and distinguishes employee insurance contributions from employer contributions. Applies only to Svalbard, not all territories grouped under the SJ code. Insurance membership, full benefits valuation, special payments, rounding implementation and independent accountant review require further work before treating this as a complete payroll manual."

# Svalbard: payroll tax in 2026

## Gross-basis calculation

Under [Svalbard Tax Act sections 3-1 and 5-2](https://lovdata.no/dokument/NL/lov/1996-11-29-68), the employer deducts tax when paying covered remuneration. Tax is calculated on gross value. The [enacted 2026 decision, section 3(a)](https://lovdata.no/dokument/STV/forskrift/2025-12-19-2780) sets **8%** up to the statutory threshold and **22%** above it. This is separate from National Insurance contributions.

Section 3-1 uses **twelve times the basic amount last fixed for the income year**, not its annual average. [NAV's current table](https://www.nav.no/grunnbelopet) gives NOK 136,549 from 1 May 2026. Thus the 2026 threshold, using that amount, is **NOK 1,638,588**. Recheck if a later applicable amount is fixed. Specified sole-proprietor income also enters the combined threshold under section 3-1 and section 3-2(4)(b); the employee cannot necessarily allocate a separate full band to each income stream.

For an adult with only qualifying gross salary and no special relief, illustrative annual income tax is:

| Gross salary (NOK) | Calculation | Income tax (NOK) |
|---|---|---:|
| 600,000 | 600,000 × 8% | 48,000 |
| 1,638,588 | 1,638,588 × 8% | 131,087.04 |
| 1,738,588 | 1,638,588 × 8% + 100,000 × 22% | 153,087.04 |

These show arithmetic before any system-specific final tax rounding and exclude insurance contributions. Section 4 of the [annual decision](https://lovdata.no/dokument/STV/forskrift/2025-12-19-2780) requires income and wealth to be rounded down to whole kroner when calculating tax; these examples already use whole-krone bases.

## Multiple employers and noncash benefits

An employer uses the high rate when its own annual payments exceed twelve basic amounts. The employee can request advance tax when combined income from several employers is expected to exceed that threshold. Separate employers each withholding at 8% do not make the excess income permanently taxable at 8%. [Section 5-2](https://lovdata.no/dokument/NL/lov/1996-11-29-68).

For taxable noncash benefits, withholding is taken from cash remuneration to the extent available; the employee must pay the remaining tax to the employer at the benefit-payment time. Benefit valuation requires the applicable 2026 rules and is not supplied here. [Section 5-2](https://lovdata.no/dokument/NL/lov/1996-11-29-68).

## Youth allowance introduced for 2026

Section 3-3, added with effect from 1 January 2026, covers people aged **13 through 19 at year end**. It applies to salary, holiday pay, other employment remuneration and sickness pay up to the mainland tax-card exemption amount. The employer still withholds without applying the allowance; the tax authority refunds eligible tax. The statutory refund deadline is as soon as possible and no later than three weeks after the refund decision, not three weeks after payday. [Section 3-3](https://lovdata.no/dokument/NL/lov/1996-11-29-68).

The [Tax Administration](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/) confirms **NOK 100,000 for 2026**, explains that qualifying tax and contributions are refunded, and distinguishes employment earnings from pensions and other National Insurance benefits. Someone turning thirteen during 2026 meets the age condition; someone turning twenty does not. Do not issue a zero-withholding payroll merely because expected youth earnings are below NOK 100,000.

## Contributions are separate

The [official 2026 rate page](https://www.skatteetaten.no/en/rates/tax-rates-on-svalbard) lists employee National Insurance contributions of **7.6% on salary** and **5.1% on pensions**. Establish membership and any exception before using these rates. Assuming full salary contribution liability and no relief, NOK 600,000 produces NOK 45,600 contributions plus NOK 48,000 income tax, or NOK 93,600 combined.

The [wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/) states a **0% employer contribution** for Svalbard-based employers where work is performed on Svalbard, including employees whose stays do not meet the income-tax duration test. It also states 0% for other employers on remuneration taxed under the Svalbard Act. This does not establish that every employee is exempt from employee contributions.

## Reporting and payment: separate deadlines

The [official wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/) requires monthly reporting through the a-melding by the fifth of the following month and says there are no withholding-free months or Svalbard tax cards. Section 5-2 also requires reporting when the employer's Svalbard activity ceases.

For 2026, payment of withheld tax is due **no later than the first working day after payment of the remuneration**. [Tax Payment Act sections 10-10(1) and 10-11](https://lovdata.no/dokument/NL/lov/2005-06-17-67) extend the deadline to Svalbard withholding. Do not wait until the monthly reporting date or apply an older term-based remittance schedule. Confirm payment identifiers and any applicable prescribed exception with the administration.

## Verification limits

Checked 22 October 2026. This covers Svalbard only, not Jan Mayen. Full social-insurance membership, benefits, holiday-pay timing, corrections, special groups, youth refund administration and payroll rounding need further treatment. Independent accountant review has not occurred; this is not complete payroll coverage.
