Periodic sweep over the vault's System Backlog. Flags timeouts, enforces row-size and satellite-file conventions, archives finished work into a separate file so the active list stays scannable. Refuses to delete anything — stale or oversized rows are flagged, completed items are moved (not deleted) into an archive file with the same column structure.
