This skill parses recent Claude session transcripts and emits a ranked report of token-reduction opportunities. It creates no GitHub issues and edits no workflow files — the user decides what to act on from the report. It does, however, write one control artifact: dispatch.config/phase-model-policy.json, the phase→model routing policy consumed by dispatch-phase-model at tick time (step 7 below). That write is the audit closing the routing loop on its own measurements; force-opus.json overrides the policy downstream, and deleting the file reverts routing to the hardcoded defaults. Two cost…
