Scans a GitHub repository for issues carrying the configured `ready` PRD label and runs the first eligible one through the dry-run validation pipeline. A PRD that passes every gate gets tickets written (to whatever destination tracker is configured — JIRA, GitHub Issues itself, or Linear) and the label flipped to the configured `ticketed` label; a PRD that fails gets clarifying-question comments and the label flipped to the configured `blocked` label.
