エージェント協働の主スキル。revision を固定した独立レビューの契約、状態遷移、 タグとテンプレの唯一の正本はここにある。review-mode がない既存 flow は single、review-mode: panel は Herdr 専用の二人 panel である。 Herdr 内の transport は agmsg を一切使わず、検証済み ledger と coordinator が 管理する herdr prompt 配送で往復するプロトコル — 宛先は herdr のペイン名 （一意制約付き）なので、agmsg の identity 衝突（fujibee/agmsg#300: identity が (project, type) で解決されるため同型セッションの並走で衝突する）が構造的に 消える。Herdr 外のフォールバック transport（ヘッドレスワンショット・agmsg）は agent-collab にあり、single だけを扱う。transport の往復自体を相互レビューとは 呼ばない。
