ISCA reviews reward papers whose central object is a hardware organization: a pipeline, a cache hierarchy, a memory controller, an accelerator datapath, an interconnect, a coherence or consistency mechanism. Software may motivate the work and co-design may strengthen it, but at ISCA the question a program committee member carries into every discussion is what does this paper teach us about how to build machines? Projects that cannot answer that in one sentence tend to be respected and rejected in the same review.
Isca Topic Selection is a community-contributed Claude Code skill in the testing sub-category. It ships as a SKILL.md file that Claude Code auto-discovers under ~/.claude/skills/isca-topic-selection/ and loads when your prompt matches the skill's trigger.
When to invoke it: Use when deciding whether a project belongs at ISCA, the ACM/IEEE flagship architecture symposium — testing whether the machine itself is the contribution, choosing between ISCA's November gate and the MICRO, HPCA, and ASPLOS seats in the architecture year, and weighing the main track against the industry track.
The Isca Topic Selection Claude Code skill is built for software engineers, backend developers, full-stack teams, and technical leads building and maintaining production systems. It's part of ClaudSkills (also referred to as Claude Skills or Claude Code Skills) — the open community-curated registry of 168,000+ SKILL.md files for Anthropic's Claude Code agent and the wider Claude ecosystem (Claude API, Claude Agent SDK).
mkdir -p ~/.claude/skills/isca-topic-selection curl -L https://claudskills.com/skills/isca-topic-selection/SKILL.md \ -o ~/.claude/skills/isca-topic-selection/SKILL.md
Or just download SKILL.md directly and drop it into ~/.claude/skills/isca-topic-selection/. Claude Code auto-discovers it on next session.

SKILL.md from the source repository to ~/.claude/skills/isca-topic-selection/SKILL.md and restart Claude Code. Both flows are detailed at claudskills.com/install/.SKILL.md file that lives under ~/.claude/skills/<name>/ and tells the Claude Code CLI agent how to perform a specific task (instructions, prompts, allowed tools). Skills are auto-discovered at session start. Isca Topic Selection is one of 67,000+ skills indexed in the open ClaudSkills catalog, classified under the Engineering category.
