Use Eval as a deterministic outcome checker for agents, CLIs, files, JSON payloads, HTTP endpoints, snapshots, and workflow artifacts. Eval belongs to Kujo's Control layer: Spec defines what should happen; Eval checks whether the actual output produced the required evidence.
