Dedupes by a stable marker embedded in the issue body (matched by marker, never by title) so re-running ideation references the existing PRD instead of opening a duplicate, and when `github.projects.v2` is enabled it coordinates PRD issue membership through `lisa-github-project-v2` without replacing the issue as the lifecycle source of truth. Uses the `gh` CLI exclusively.
