Publication Screening
Formal screening protocol for the reference base's untrusted publications bucket, run before any publication's content informs corpus work. Catches the trust-boundary class the citation and currency gates cannot see: an untrusted external document sitting inside an AI's reference context can carry bias, factual error, or prompt-injection / instruction-smuggling content, and nothing mechanical stops it from steering corpus authoring once it is read. Run it on every new publications-bucket ingest, on the pending backlog (the screening wave), and ad-hoc when a publication's content is about to be relied on and its register row is stale or in doubt. It combines a mechanical instruction-content scan (the project's advisory scanner) with a provenance, integrity, and corroboration read, and records a per-publication verdict in the reference base's screening register, which the reference-base validation gate enforces. Screening gates ADMISSION to AI context; it never upgrades a publication's trust tier.
