Refactoring is changing a program's internal structure without changing its observable behavior — same inputs produce the same outputs, every time, before and after. That constraint is what separates refactoring from "rewriting while also maybe fixing bugs and adding features" — mixing those in one commit destroys the ability to verify that behavior didn't change, and is how "quick cleanup" branches accumulate hidden risk.
