Wave 내 동시 Agent 수는 최대 4개 — 초과 시 완료된 슬롯에 배정 4. 모든 태스크는 구현→리뷰→테스트 루프를 거친다 — 생략 금지 5. context 90% 이상이면 현재 Wave 완료 후 즉시 상태 저장 + 스냅샷 커밋 + PAUSED_AT_LIMIT 전환 후 중단한다. 리밋 감지 시에도 동일하게 상태 저장 후 중단한다 — 무시하고 계속하지 않는다 </CRITICAL>
