Read the latest docs/test-readiness/test-readiness-plan.md and queue its flat task list as task-store tasks — one task per T-NNN row. Dependency edges (predecessor links) are written as task-store dependencies arrays, so task-store's own ready:true query computes readiness directly. Findings are never turned into direct PRs; they always become task-store tasks that dev-task (or a human, for HITL tasks) picks up later.
