Use this skill when touching the audit-trail / forensic-report subsystem. Both header APIs are currently UFT_SKELETON_PLANNED (22 + 13 declared functions, 0 implementations) — this skill exists so that whoever implements them preserves the contract that the rest of the codebase already assumes.
