The input can be a task from a Superpowers writing-plans output, a task from an ad-hoc user request, or any single-task-sized description. This skill handles dispatch enrichment (scope, tests, budget, reasoning_effort) — it does NOT decompose multi-task features. For decomposition, use Superpowers writing-plans first (if available) or the decomposition section below as a fallback.
