Adds a single permission key to PDA in the three places it must exist: the Django PermissionKey enum (backend source of truth), the TypeScript Permission object (hand-maintained frontend mirror), and the PERMISSION_LABELS map in RoleFormDialog.tsx (what makes the key grantable in the roles UI). All three are hand-maintained and MUST stay in sync — there is no codegen. Skipping the third leaves the key silently ungrantable.
