Bitrix\Main\DI\ServiceLocator — PSR-11 контейнер ядра. Получать его следует через ServiceLocator::getInstance(), но напрямую в прикладном коде — только там, где нельзя внедрить зависимость обычным способом (фабрики, легаси, статический контекст).
