Evaluates a proposed canon fact against an existing world's atomic-source canon. On accept outcomes, assembles a single patch plan that creates new CF/CH records, extends affected mystery-reserve / open-question / section / CF records, and appends a hybrid PA record — all applied atomically by the engine. On non-accept outcomes, the patch plan carries only the PA record.
