The operating loop for a bootstrapped project on an authored core: hedgehog next emits the packet for one ready layer, layer-eng builds it, hedgehog verify gates and commits it. The build graph (.hedgehog/hedgehog.db) is the live list — query it via hedgehog status/hedgehog next, never re-derive state from prose.
