An incident is one event. The reporting duties are not. Depending on what you are, the same breach can start a 72-hour GDPR clock to a data protection authority, a 24-hour NIS2 clock to a CSIRT, a 24-hour CRA clock to ENISA, and a DORA clock to a financial supervisor — from different trigger events, with different thresholds, to different regulators, in different Member States.
