Decide the venue before drafting. INFOCOM — the IEEE International Conference on Computer Communications, the IEEE ComSoc networking flagship — is the broad, large-scale networking venue. Its defining feature relative to its siblings is breadth plus a living analytical tradition: a well-posed model with a theorem and a convincing evaluation is a first-class INFOCOM paper, not a second-class one. A pure systems-building paper is welcome, but so is a scheduling/optimization/queueing/game-theory result that SIGCOMM or NSDI would push to a journal.
Infocom Topic Selection is a community-contributed Claude Code skill in the general-misc sub-category. It ships as a SKILL.md file that Claude Code auto-discovers under ~/.claude/skills/infocom-topic-selection/ and loads when your prompt matches the skill's trigger.
When to invoke it: Use when deciding whether a networking project belongs at IEEE INFOCOM or should be routed to SIGCOMM, NSDI, MobiCom, ICNP, or an IEEE/ACM networking journal (ToN, JSAC), distinguishing INFOCOM by its breadth, its analytical/optimization tradition alongside systems, and the modeling-vs-building axis.
The Infocom Topic Selection Claude Code skill is built for Claude Code users and developers across all disciplines looking for general-purpose AI assistance. It's part of ClaudSkills (also referred to as Claude Skills or Claude Code Skills) — the open community-curated registry of 196,000+ SKILL.md files for Anthropic's Claude Code agent and the wider Claude ecosystem (Claude API, Claude Agent SDK).
mkdir -p ~/.claude/skills/infocom-topic-selection curl -L https://claudskills.com/skills/infocom-topic-selection/SKILL.md \ -o ~/.claude/skills/infocom-topic-selection/SKILL.md
Or just download SKILL.md directly and drop it into ~/.claude/skills/infocom-topic-selection/. Claude Code auto-discovers it on next session.

SKILL.md from the source repository to ~/.claude/skills/infocom-topic-selection/SKILL.md and restart Claude Code. Both flows are detailed at claudskills.com/install/.SKILL.md file that lives under ~/.claude/skills/<name>/ and tells the Claude Code CLI agent how to perform a specific task (instructions, prompts, allowed tools). Skills are auto-discovered at session start. Infocom Topic Selection is one of 67,000+ skills indexed in the open ClaudSkills catalog, classified under the General category.
