Starts (or resumes) the dynamic orchestration of N User Stories in parallel - provisions a git worktree per User Story on a single base repo, groups them into batches based on overlap (MAX_PARALLEL simultaneous), coordinates a per-batch design gate with centralized migrations (if the project uses them), and synchronizes until the queue is empty. With "dry-run" it stops after the first batch's gate for user approval.
