NIS2 regulates the organisation, not the product. That is why it gets missed by teams who scope their software carefully: the duty attaches to the entity, it brings personal accountability for management, and a large number of ordinary SaaS companies are "cloud computing service providers" or "managed service providers" under Annex I without ever having thought of themselves that way.
