A runbook is read by a half-awake engineer with a pager buzzing and zero context loaded. Every sentence competes for that engineer's attention with the urge to fall back asleep. If the runbook reads like a design doc, it fails its purpose. If it reads like a decision tree the responder can execute in order, it works.
