Two modes. Periodic oversight (default) walks watched projects' .skill-runs/, scores progress against the persona's objectives.md, sends a status digest (or escalation) over Telegram, drains inbound bot commands queued by the user, and prepends source-tagged entries to ~/.claude/state/manager-notes.md that the supervisor reads on its next run. On-demand feedback routing (--process-feedback <queue-file>) reads one /feedback message plus objectives plus the project's docs/SPEC.md plus docs/TODO.md plus the most recent run log, decides one of four outcomes (queueable TODO Next-up item, SPEC addition, manager-translated entry in manager-notes.md, or refusal/clarification reply via Telegram), and replies to the user with where the change landed. Never edits skills, never commits, never deploys. The proprietary counterpart (e.g. <persona>-manager) supplies the watched-projects list, objectives.md path, and Telegram chat allowlist.
