Owns the lifecycle of /uberdev:uberthink. Read-only ideation — no agent writes application source files. The skill emits DISPATCH: directives; each bash block emits directives and returns in ms; the orchestrating session fires all Task() calls for a wave — across ALL islands — in a SINGLE assistant message. Real work happens between bash invocations, inside those single-message Task fanouts; the bash blocks themselves only set up state, read prior artifacts, write dispatch YAML, and check file-state circuit breakers.
