Picklists look simple. They aren't. Restricted vs Unrestricted is a data-quality control. Global Value Sets vs local picklists determines whether a label change ripples or stops at one field. Deactivating a value can leave existing records pointing at a "value not in picklist" — visible in the UI as the value still appearing, but filtered out of new selections. Dependent picklists where the controller value gets deactivated produce records whose dependent value is no longer reachable.
